Labour Dossier May 2011

Fort Beaufort, Adelaide and Bedford

The information in the dossier highlights the labour violations and adverse working conditions faced by farm workers. The empirical evidence from workers’ perspective demonstrates the persistence of secondary labour market conditions. The dossier was developed as part of the Campaign on fair labour standards, decent work and dignified living conditions. Through this campaign farm workers want to voice and demonstrate their frustrations towards apparent inaction with regard to improving working conditions on farms, enforcing rights and providing appropriate support to farm workers in advancing their rights.

    Land Campaign Dossier 2005

The dossier reflects the complexities of land and agrarian reform in the Eastern Cape. Despite the advent of a new political order and the legislative framework for socio-economic redress many sections of the rural population still live and work under conditions that are entrenched in the previous political regime. The quest and demand for land to secure tenure and to enhance food safety nets and livelihoods has increased. Papers presented in the dossier are based on research, documentation and interaction with various sections of the rural population. Land and agrarian issues continue to be contested and highly politicised in rural areas in post-apartheid South Africa.

    2007 Land March Memorandum

This dossier focuses on the situation of farm workers and dwellers thirteen years after the election of a new government and eleven years after the adoption of one of the world’s most progressive Constitutions. Landless people on commercial farms fall into two broad categories. One is the farm worker who is employed on the farm on either a full-time, part-time, and seasonal basis. Male workers are often employed in the core aspects of the production process, while women are employed as seasonal, casuals and non-core activities. Workers may live on the farms where they are employed, or they may live on a separate farm from their employment. Dwellers are those who are not employed on farms. They merely reside on the farm. It is important to distinguish between the different categories of people who live on commercial farms so that appropriate policies and development strategies are formulated. The information contained in the dossier depicts a situation of under-development and continued poverty for farm workers and dwellers, thereby demanding urgent and serious government attention.
